Tripartite Committee on the Employability of Older Workers
The Tripartite Committee on the Employability of Older Employees was set up in March 2005 to recommend measures to
  • enhance the employability of older employees and help them stay employed longer so as to raise the effective retirement age beyond 62; and
  • positively shape the perceptions and mindsets of employees and the public towards the employment of older employees.


There are four key thrusts to the recommendations:
  1. Expand employment opportunities for older employees;
  2. Enhance their cost competitiveness;
  3. Raise their skills and value and
  4. Shape positive perceptions towards older employees.

The government has taken up the recommendations of the Committee and will introduce the Re-employment legislation by 2012.


Tripartite Advisory on the Re-employment of Older Employees 
Released in April 2008, the Tripartite Advisory on the Re-employment of Older Employees identifies good practices in areas such as pre-retirement planning and re-employment consultation, job arrangements upon re-employment and re-employment contract durations.
 
Final Report of the Tripartite Committee on the Employability of Older Employees
The Tripartite Committee on Employability of Older Employees, chaired by Minister of State for Education and Manpower Mr Gan Kim Yong, released its final report in 2007 with an extensive package of recommendations to enhance the employability of older employees. The Government has accepted the Committee's recommendations.

The Committee's key recommendations include introducing legislative changes within five years to facilitate opportunities for older employees to continue working beyond the age of 62; enhancing WDA's ADVANTAGE! Scheme; expanding the employment opportunities of older women and enhancing their employability; higher Workfare Income Supplement (WIS) payout to low income employees above the age of 55; and expanding the promotion of fair employment practices through the Tripartite Alliance for Fair Employment Practices (TAFEP) and instituting an award to recognise companies for implementing fair employment practices.

Interim Report of the Tripartite Committee on the Employability of Older Employees
The Tripartite Committee on Employability of Older Employees released its interim report in 2006 with a range of recommendations to enhance the employability of older employees. The Committee seeks to enhance the employability of older employees and raise their effective retirement age beyond 62. Sectoral Report of the Tripartite Committee on the Employability of Older Employees
The Tripartite Committee formed eight workgroups to examine the issue of older employees employability on a sectoral basis, and to facilitate implementation of the Committee’s recommendations in their respective sectors. The eight workgroups are: Manufacturing, Transport & Logistics, Healthcare, Hotel, Food Industry, Banking, Insurance and the Public Sector.
